MOHFW, Government of India, in December 1998 launched the MNGO scheme as an effort towards forging partnership and collaboration with Non Government Organizations. The MNGO scheme has been decentralized to State & District level and provides munificent scope for MNGOs and FNGOs to work in unserved and underserved areas of all districts in the country. The scheme also addresses the issue of capacity building of NGOs by establishing Regional resource Centers (RRCs) who work towards strengthening technical and managerial skills of the MNGOs/ FNGOs.
RRCs’ build capacities of MNGOs / FNGOs using a cascading model of training. In order to standardize content and training methodologies and bring about consistency in the training of MNGOs / FNGOs throughout the country, the Apex Resource Cell (technical wing of NGO Division of MOHFW which has been now closed down) has developed a ‘Training of Trainers’ Manual for MNGOs.
The manual has six key modules namely – Perspective Building on RCH, MCH (including service delivery), Baseline Survey, Adult Learning principles, Financial and Administration and Project Proposal Development. Each of the modules is further sub-divided into units. The units have been user friendly, participative and provide facilitators enough scope for being creative & innovative. Wherever necessary, case studies, stories, games, role – play and field visit have been used to make the sessions more interactive and meaningful. Different participatory training tools have been used throughout the manual. The manual also includes a section on ‘How to use the Manual’.
RRC in its endeavor to build capacity of MNGOs (district based NGOs) to take the challenge of sustaining the GO-NGO partnership and provide health services to the underserved - unserved areas and achieving the Health and Family Welfare goals set by the governments at the National and State level conducts a series of following training workshops.
1.INDUCTION TRAINING
The NGOs after being selected as MNGOs undergo induction training of 2 days in which MNGO participants are introduced to MNGO scheme, its components & expected out comes.
Objectives:
- To familiarize the participants on the Revised MNGO guidelines.
- To develop understanding of the participants on the linkages between MNGO Scheme, NRHM and role of ASHA at the grassroot.
- To share RCH and key demographic data on respective districts of HP & Uttarakhand with the participants through State Demographic & RCH data.
- To familiarize the participants on socio-cultural determinants of health, issues related to Sex & Gender and role of community mobilization as a tool.
- To enable participants to develop understanding on key RCH service delivery issues like maternal health & new born and child health.
- To share with them some basic statutory administrative and financial requirements
Outcome of the training:
- Participants develop understanding of MNGO Scheme and Statutory, administrative and financial requirements.
- Participants are able to list out unserved and underserved areas in their districts with the help of State Authorities and secondary data.
- Participants are able to understand the issues related to Sex & Gender and role of PC- PNDT Act in context to their state.
- Participants understand the role of MNGO/FNGOs/ASHA in NRHM during implementation of MNGO Scheme.
- Participants are able to make their 6 months activity plan with the involvement of the state officials.
2.Capacity Building Workshop for MNGOs On “Baseline Survey” & FGD
After the induction training is over the MNGOs get the districts un-served & underserved areas from District CMOs and subsequently select the FNGOs. After the unserved and underserved areas are identified, the MNGOs undergo training on Baseline Survey for 3 days. During the training the MNGOs are trained to train their respective FNGOs on how to fill the Baseline survey format.
Objectives:
- To share the positioning of MNGOs / FNGOs in RCH II and NRHM with the participants from State Representative of Rajasthan.
- RCH Service Delivery aspects such as Maternal Health and its interventions, New born & child Health and its interventions, ASRH, Population Stabilization, Family Planning and counseling.
- Understanding BLS, objective of BLS, Format & indicators.
- Sample selection, Respondent selection, Selection of indicators for BLS format and idea about input, process, output, outcome and impact indicators.
- Field testing of BLS format by each participant.
- Conducting FGD depending upon the findings of the BLS.
- Developing BLS data collection plan.
Outcomes of the training
- They develop understanding about their role in RCH II, NRHM and various other Govt. Schemes.
- They are able to demonstrate the RCH service delivery aspects related to MCH, New born, FP and ASRH.
- They get a clear understanding on the BLS format & FGD, Sampling procedure & appropriate respondent selection.
- They understand about the input, process, output, outcome and impact indicators.
- They are able to collect the primary (quantitative data) through BLS format and qualitative data through FGD and develop BLS data collection plan.
3.BLS Data Entry Package Training
Once the household survey is complete and data collected, representatives of MNGOs with computer knowledge are trained on entering the collected data in BLS software & subsequent analysis of the data for 2 days.
Objectives of the Workshop:
- Familiarization with BLS format
- Understand data entry package
- Understand the link between data & indicators
- Develop skills to enter, analyze and prepare indicator wise on BLS data
- Develop a training agenda and session plan to train FNGOs in data entry and analysis.
Outcomes of the workshop:
- The participants are able to understand the BLS format
- They develop the skill to load the software on the computer
- They are capacitated to enter the BLS data from the format into the software.
- The participants develop the skills of analyzing the data through the software.
- They develop a training agenda and session plan to train FNGOs in data entry and analysis.
4.Project Proposal Development Workshop
After the data has been analyzed, the MNGOs are trained on developing project proposal with the following objectives for 5 days.
Objectives:
- To familiarize them with the importance of planning for effective programme implementation
- To enable the participants to understand the issues in the context of FNGO/MNGO related to data collection, analysis and using data for project planning.
- Enhancing their skills in writing a FNGO/MNGO Project Proposal for 3 years to be submitted to District RCH Society.
- To have clear overview of the MNGO Scheme and understand flow of funds & statutory requirements.
- To have understanding of Financial Planning, Budgeting and preparation of FNGO/MNGO budget & make presentation.
- To have a clear understanding of sound financial system & procedures, Accounting systems, maintenance of Books of Accounts and preparation of final accounts i.e. R&P, I&E Accounts and Balance sheet.
- To make the participants familiar with statutory requirements as regards to organizational/administrative records, Statutory Reporting requirements, preparing SOE & UC.
- To understand the relevance & importance of developing a monitoring system for tracking activities & input, output and process indicators.
- Discuss the characteristics of Adult learning and develop key factors to be followed when interacting with adult learners
- To understand the difference between the three primary types of learning, prepare a lesson plan and list the different methods used to increase knowledge, attitude and skills.
- Demonstrate the use of different training methods and teaching aids for interactive participatory learning.
Outcomes of the training:
- The participants are able to present a diagram explaining the whole process in the implementation of the programme and to identify the downward & upward links.
- They are able to appreciate the criticality of planning & relevance of prioritizing.
- They understand the need of data collection, sources, interrelationship of data-comprehending it for project formulation and be able to develop FNGO/MNGO project proposals.
- They get a clear understanding of the monitoring process and the relevant instruments that facilitate monitoring.
- The participants are able to present an FNGO budget and a budget variance analysis with the case given & comments and list out the areas of concerns from the income & expenditure.
- They are able to make dummy FNGO project proposal and consolidated MNGO project plans.
- They are able to understand the significance of accountability and transparency, prepare a bank reconciliation statement, R&P, I&E Accounts and Balance sheet by FNGO and consolidated R&P, I&E Accounts and Balance sheet by MNGO.
- They are able to prepare a complete list of statutory organizational/ administrative records, understand clearly about the audited & unaudited statements, preparation of SOEs, UC in format GFR 19 A and time-line of various reports.
- The participants get a clear understanding of Adult Learners, their characteristics and will be able to apply the principles of Adult Learning in their training programme.

Participants are able to demonstrate the various participatory methods that they will use when training MNGO/FNGO teams.
