The concept of Regional Resource Centre (RRC) is a milestone in the partnership between the government and the non-government sectors. It symbolises Government - NGO partnership at its best. It marks a paradigm shift from a solely Government run programme to one that is largely NGO-centered. Implementation of this concept is a step towards decentralisation of the Mother NGO scheme of the Department of Family Welfare, Ministry of Health and Family Welfare. The Regional Resource Centre will facilitate and promote constant dialogue between NGOs and state governments, which will open newer modalities for partnership as well as raising resources for NGOs. This will provide institutional support to NGOs accessing Government funds and become an enabling mechanism for capacity building.
To coincide with the beginning of the Tenth Five Year Plan, the Regional Resource Centres, became a forum for field NGOs and MNGOs to address the unmet need for capacity building, networking and strengthening of partnerships among themselves as well as with state governments and district authorities.
