Highlights of Experience Sharing Workshop
  • It was a successful event; programme coordinator from all MNGOs and a representative from one FNGO of each MNGO of all 5 states (Rajasthan, Delhi, H.P., Uttarakhand and J&K), State NGO Coordinators of respective States, Centre, State and District Health Officials attended the workshop. In all there were 76 participants.
  • It facilitated interaction between MNGOs and FNGOs in different stages of implementation.
  • This forum also provided MNGOs, FNGOs an opportunity to share their experiences, lessons learnt and also discuss the challenges, opportunities, threats and successes of the programme with each other and also with district and state officials.
  • The workshop also focused on expected outcomes of implementation of the MNGO scheme and identified the gray areas that need to be improved.
  • To update the MNGOs, FNGOs and State representatives about the latest information on areas related to their work, RRC invited some resource people who shared information on NFHS – 3 data, HIV - AIDS, Right to information, PC – PNDT act and NACP III programme and involvement of NGOs in the programme
  • Resource people like Prof Ashish Bose, Prof Emeritus Economic Growth highlighted the findings of NHFS – 3 data, Dr. L.M. Nath, Ex-Dir. AIIMS gave informative lecture on various issues related to HIV/AIDS to equip the MNGOs and field workers to fight the disease at grassroots & Dr. P.C. Bhatnagar, Director, VHAI gave update on NACP III and NGO’s involvement in the programme To introduce the MNGOs   to their role in fighting female foeticide, Ms. Ifat Hamid Social Scientist, NSMC, MOHFW - GOI made a Presentation on PC –PNDT Act and Expected Role of RCC/ MNGOs in implementation of PC-PNDT Act. Mr. Rajeev Sharma; C.H.R.I. introduced the participants to Rights to Information.
  • Ministry of Health & Family Welfare is in the process of revamping the MNGO scheme. Mr. Pravir Krishn, Joint Secretary, MOHFW - GOI joined in the post lunch session on 19th and had an open discussion with the participants during the workshop regarding the challenges and bottlenecks of the MNGO scheme. The participants shared their concerns related to MNGO scheme and Mr. Pravir Krishn assured everybody that he would personally look into the issues and would timely resolve the matters to assure smooth functioning of the MNGO scheme.
  • As the participants are in stage of implementation their views on various issues related to MNGO scheme were taken through group work followed by presentations.
  • At the end of the two-day session, RRC Training Coordinator made a presentation on Issues/concerns observed during visit for mid-course correction and on the job training and recommendations for MNGOs/ FNGOs.
  • During the end of the session the participants were given feedback forms to get their feedback on the experience-sharing workshop. The participants found the workshop very informative and were also satisfied with the arrangements and IEC material given by RRC on PC-PNDT, NRHM, Right to Information, NFHS –3 and RCH.
Participants from MNGO’s, and SNGOC Himachal Pradesh, Uttarakhand and J&K, Rajasthan and Delhi highlighted in their presentation the   challenges and achievements faced during implementation of the project.


Experiences Shared by MNGos & FNGOs during Experience Sharing Workshop


•All MNGOs & FNGOs through their presentation highlighted the challenges faced by them during project implementation.

•Delay in approval of project proposal and release of grants both for MNGOs/FNGOs
•Unfavorable topographical and climatic conditions, which hampers the work.
•Lack of technical and managerial staff.
•MNGOs are not allowed to actively participate in district RCH society, Block level committee and village level committee.
•MNGOs have difficulty in developing rapport with the CMOs and other officials, as there is frequent turnover.
•Due to Pre-occupations and biases against NGOs, the health officials are apathetic towards the involvement of NGOs.
•Ignorance about MNGO scheme on the part of Government officials limits the participation of govt. officials in the implementation of the scheme.
•Infrastructure deficiency - Basic infrastructure at PHC/ CHC and medical staff is not sufficient to support MNGOs/FNGOs in their service delivery initiatives.
•Resource allocation and money provided is not always realistic, region-to-region.Low budget restricts the proper implementation of the programme.
•Complicated and lengthy reporting formats. Reporting format is too lengthy for them to fill up
•Non-availability of FNGOs.


Delhi GO-NGO Partnership Advocacy Workshop on 6th February 2008 at Delhi
RRC organized Delhi GO-NGO Partnership workshop on 6th Feb 2008, to strengthen the public private partnership and to know expectations of government from the MNGO scheme and discuss new opportunities for collaboration between state and RRC; State /District with MNGOs. Dr. M.D. Chauhan, Director Family Welfare, Dr. Kirti Bhushan, OSD & Incharge RCH, GOI & NCT, Dr. V.M. Agarwal, AC, NGO Division, CMOs of all districts, along with MNGO & FNGO participated in the workshop.

Highlights of Delhi GO-NGO Workshop
  • Issues related to the grim problem of child sex ratio in Delhi were discussed and Dr. Mittal handling this issue in Delhi discussed some areas where MNGOs could participate in auditing of PNDT forms with the State and Distt govt.
  • The workshop provided a platform to discuss issues of GO – NGO partnership in implementing MNGO scheme and programmes under NRHM and to discuss concerns regarding the processes involved in the implementation of the MNGO scheme
  • The MNGOs, FNGOs and distt level health functionaries were oriented on the key aspects of the MNGO guidelines
  • Performance evaluation of MNGOs in implementing stage, MNGOs deliberated their achievements and challenges.
  • Major challenge faced by MNGOs is Infrastructure deficiency - Basic infrastructure at PHC/ CHC and medical staff is not sufficient to support MNGOs/FNGOs in their service delivery initiatives
  • RRC Coordinator made deliberation on interface of MNGOs/FNGOs with NRHM
  • The MNGOs and FNGOs were oriented on process to be followed in implementing RCH project under MNGO scheme.
  • OSD & Officer Incharge RCH, gave an overview of RCH II programme in Delhi, including the budget allocation for activities
  • The CMOs and other Government officials were oriented on MNGO scheme and role of MNGO, FNGO, RRC and CMO themselves.
  • OSD & Officer Incharge RCH oriented all the participants on goal, objectives and strategies of NRHM and involvement of MNGOs /FNGOs in NRHM and JSY.
  • Dr. Bhushan, OSD & Officer Incharge RCH shared the status, progress and constraints of MNGO scheme in Delhi.
  • Government officials welcomed involvement of MNGOs in implementing PC-PNDT Act and auditing of PC – PNDT forms.
  • There was future discussion on involvement of MNGOs in ASHA programme and intersectoral convergence at district level.
  • It was an open platform where the involvement of MNGOs in other NRHM and other programmes was discussed.
  • Issues pertaining to implementation, reporting etc were resolved
  • The MNGOs were encouraged to take up initiatives on key RCH concern of increasing sex selective abortions in Delhi.
  • The Participants got information related to the State PIP and how it would be dovetailed into the MNGO scheme.
  • RCH service delivery issues to be taken up by the MNGOs along with the Distt Health functionaries were discussed.
  • Bottlenecks at important stages were discussed during the workshop.

J&K GO-NGO Partnership Advocacy Workshop on 26th February 2008 at Jammu

RRC organized an impressive J&K GO-NGO Partnership Workshop at Jammu, on 26th Feb 2008, so that public privates partnership is established right from the beginning and the district as well as the state officials take the ownership in the MNGO scheme and convergence both at district and state level is initiated. Secretary Health & Medical Education, Mission Director NRHM, GOI & NCT, Director Family Welfare, Director Family Planning, CMOs of all districts, State NGO Coordinator, along with MNGO & FNGO participated in the workshop.

Highlights of the J&K GO-NGO Workshop
  • Avenues for collaboration between State/District with MNGO/FNGO were discussed.
  • The CMOs and other Government officials were oriented on MNGO scheme and role of MNGO, FNGO, RRC and CMO themselves.
  • During the workshop the CMOs through a group exercise with the MNGOs took the initiative and gave the unserved and underserved areas.
  • Achievements and challenges faced by MNGOs in implementation phase were deliberated upon.
  • There was future discussion on involvement of MNGOs in ASHA programme and intersectoral convergence at district level.
  • It was suggested that ICDS, Water & Sanitation Committee, Education, meeting would be overseen by MNGO in consultation with concerned CMO.
  • Partnership module of NGOs with Government was discussed.
  • It was an open platform where the involvement of MNGOs in other NRHM and other programmes was discussed.
  • Role of MNGOs, FMGOs, RRC, CDMOs and other stakeholders was discussed in detail.
  • The State Government welcomed the involvement of MNGOs in programmes under NRHM and other schemes.
  • It opened up avenues for MNGOs for more partnership with government.
  • The State NGO Coordinator discussed the role of MNGOs & FNGOs foreseen in State PIP under Public Private Partnership.
  • Declining female sex ratio, an issue of grave concern in J&K, was discussed and Dr. Pathania, Mission Director NRHM urged MNGOs to actively participate in implementing PC-PNDT Act through monitoring, reporting and auditing of PC – PNDT forms with district & state Govt.
  • Officers from NRHM looked at the possibility of collaboration between MNHO/FNGO and government under NRHM and other national health programmes.
